We are sorry to announce that our Pendleton Location, an office that has been around since 1997 has fallen victim to the surrounding economic collapse.
Dr. McDougle began the office to serve Pendleton and its surrounding communities with the best that Chiropractic could serve up. Zooming from zero patients to an office requiring 3200 square feet to service the needs of the community, no one would have expected that this re-investment into the community would turn out to become a victim to not only the loss of jobs [roughly 50,000 lost] but also to the tatics of greedy inurance companies whose goal is to acquire funds previously paid in good faith to Doctors of all types! Combined with the creation of so many rules and the threat of audits at every turn, practicing as an independent Doctor has lost its zeal.
The Medicare Program has become a cunning participant through its Administrator; National Government Services, Inc. [aka Anthem] via continuous reduced and or total lack of payment for services rendered. We are expecting another 25% reduction in Physician fee reimbursement for 2010 compliments of an uninformed Congress hoping to pad the Medicare Trust Fund. We estimate that these Insurance programs [Both Medicare and Private Insurance] owe roughly between $150,000 and $200,000 and have no intention to pay for services clearly owed to our company. Even after many hours of interaction with the Federal Court system, our money still evades our grasp. Even with all the facts in place and the documents proving necessity for care using the only method allotted to Doctors, the insurance machine will keep its money by stacking the deck.
There are individuals that still owe our company as well, adding up to well over $150,000 by people we tried to help, yet they too took advantage and failed to pay. For these reasons, our office had no choice but to close and all services will cease availablity for Madison County. With all this being stated, we will miss those that truly appreciated our service to the community.
Our Chiropractic Familes (both those that come for care and those who served the community through our office) agonize over what was once a field of dreams for the County and a beacon of health for so many. Some people were able to walk again, others were able to leave a lifetime of drugs, many were able to gather scholarships to college without any cost to them or their families due to our help!
After 13 years in Pendleton our office closes!
The Following is the letter sent to the insurance companies to close our "business" relationship:

November 2009
Dear Insurance Provider,
It is with heavy heart that I am writing this letter. As you may not know, I opened Pendleton Chiropractic Centre, P.C. in 1997. Through the past thirteen years we have had the privilege of treating a multitude of people. Our time in Pendleton has been a wonderful experience, and I truly appreciate meeting each and every patient.
The current state of the economy has greatly affected our office. Not only has the constricting economy has left people with less money to spend on health care, but it has caused many to lose their jobs and their insurance. Unreasonable expectations by Insurance Corporations where Doctors have to track people to maintain patient treatment plans in order to comply with restricting insurance IME parameters, has become much like herding cats. Patients do not and will not comply and forcing them to do so is nearly impossible especially when they have to come up with more out of pocket money per visit. But, I think you already know that to be true.
These combinations have caused a marked decrease in the number of patients that we treat as well as our ability to pay for the facility we built. I believe that this “starvation method” was the intention of the insurance industry and so I guess you, the insurance provider, win for now. Congratulations, I hope your company is proud of taking advantage of both the insurance beneficiary and of course, through binding contracts, the Doctors as well.
We have tried everything legally possible to keep things running. Unfortunately, that will not be possible due to tactics used in contemporary insurance business practices. As of December 1st, 2009 we will no longer be seeing patients at Pendleton Chiropractic Centre, P.C. Due to the severity of our fall, we may be filing bankruptcy. Outstanding bills due to lack of payment to our facility by your company will be turned over to the Court for Federal processing.
We have offered the option of patients going to other recommended providers that still rely on your company for payment. The referral is pursuant to Indiana State Law. You have now also been officially notified of our closure and our departure from all binding contractual obligations.
With Great Distain,
Dr. Todd McDougle

These are the truthes that only a very few will understand, yet a reality experienced by those who trudge forward in order to help others in need. The question becomes whether the battle was won by the conquerer or if we small people can ever win the war.
